This curious character is an antique Japanese porcelain Daruma figure

and bears a strong resemblance to his various fish platters

made by sponging

I understand from the seller I bought this from that it was found on Cape Cod, and I can almost picture its maker R. C. Reynolds it looks to me gathering and arranging these shells in order to draw them. Lovely. Sold as found under glass in the period frame found it in, which shows a few chips
